Mackenzie, Schwank Say Long-Awaited Topton Land Swap Deal Approved by General Assembly
Borough park will expand with additional land
HARRISBURG – Rep. Ryan Mackenzie (R-Lehigh/Berks) and Sen. Judy Schwank (D-Berks) announced today that Mackenzie’s House Bill 18, which would authorize a land swap in Topton Borough, is now on its way to the governor to be signed into law.

Specifically, House Bill 18 would allow the Borough of Topton and a private landowner to swap two parcels of land along Toad Creek. This already agreed-to land swap would allow both property owners to more easily care for their land and also allow the borough to rebuild the deteriorating stream bed.

“Toad Creek has changed direction over the years, so some land is on the borough park side that belongs to a private landowner, and vice versa,” said Mackenzie. “The swap will allow them both to access their land. Also, this will now allow the borough to do environmental improvements to stop more erosion of the creek bank and establish a recreational trail.”

“I’m pleased this legislation has passed in time for this year’s construction season,” Schwank said. “And I look forward to seeing the environmental improvements in action.”

House Bill 18 now goes to the governor, who has 10 days to sign the bill into law.
