Mackenzie Measure to Prevent Fraud in Government Advances
HARRISBURG – An amendment authored by Rep. Ryan Mackenzie (R-Berks/Lehigh) to prevent fraud and abuse in tax collections was unanimously adopted by the House on June 4.

Tax collections can currently be deposited into accounts that bear the personal name of the tax collector. This raises the possibility that tax dollars could be siphoned away by an unscrupulous collector for his or her own use.

Under the Mackenzie amendment, no payment of taxes could be placed in an account that is in – or includes – an individual’s name. Instead, any such deposits would have to be made into an account that bears the name of an office, title or position. For example, tax collections couldn’t be placed in an account made payable to “John or Jane Doe,” but they could be made to one in the name of “The Office of the Tax Collector.”

“This amendment protects taxpayers by adding another level of security to prevent the theft of public dollars,” said Mackenzie. “Right now, it is too easy for unscrupulous public officials to misdirect tax payments for personal use. My legislation would make such activity harder to carry out.”

The amendment was added to House Bill 1590, which passed the House and was sent to the Senate for further consideration.

This follows Mackenzie’s successful effort earlier this session to pass legislation to prevent the theft of municipal funds by local government employees. That measure, House Bill 1863, would increase penalties for anyone stealing money from a government entity, charitable organization or community group. It also awaits Senate action.
