Mackenzie Supports Program to Help Unemployed Pennsylvanians Find Work

HARRISBURG – Rep. Ryan Mackenzie (R-Berks/Lehigh) today voted in support of legislation that would create a program to allow unemployed workers to voluntarily receive unpaid training with an employer while continuing to collect unemployment benefits.

“In crafting this legislation, Pennsylvania examined similar programs in Georgia and other states to identify what works and where improvements could be made,” said Mackenzie.  “The Keystone Works program will allow individuals to receive valuable job training, which could lead to a permanent position.  It also allows participating companies to find the right fit for open positions.”

House Bill 1539 allows employers to provide an unemployed individual with up to 24 hours of unpaid training per week for up to eight weeks.  The Pennsylvania Department of Labor and Industry will help to match employers with trainees.

Under the legislation, businesses would be permitted to offer a permanent paid position to participants and would receive incentives for hiring a worker involved in the program. 

“While other sectors of the economy are improving, our unemployment numbers are only making slow but steady downward progress,” said Mackenzie.  “We need innovative programs like Keystone Works to kick start the jobs sector.  I believe this program will have a very positive impact for Pennsylvania’s unemployed workers.”

House Bill 1539 will now go before Gov. Tom Corbett for his signature.
