House Approves Mackenzie Parking Meter Inspection Legislation
HARRISBURG - The Pennsylvania House of Representatives yesterday, with overwhelming bipartisan support, approved legislation authored by Rep. Ryan Mackenzie (R-Berks/Lehigh) that would transfer inspection authority for parking meters from the Pennsylvania Department of Agriculture’s (PDA) Weights and Measures Division to municipalities.

“This is commonsense legislation, which will help to streamline state government and improve the inspection operations of PDA,” said Mackenzie. “This transfer will allow the department to focus on its other inspections and will provide more time for local governments to verify the accuracy of the timing devices in parking meters.”

House Bill 2366, which is supported by PDA and the Pennsylvania State Association of Boroughs, would increase the allowable time between parking meter inspections from three to five years. It also would permit local governments to contract with a certified third party to conduct the inspections.

“This legislation is about aligning the responsibilities of government with the appropriate entity,” said Mackenzie. “Municipalities receive all the revenue from parking meters and make decisions regarding their placement, fees and the types of parking meters used. It only makes sense that they also should oversee these inspections.”

House Bill 2366 is Mackenzie’s first bill to be approved by the House. He was sworn into office on May 8, 2012.

The legislation will now go before the Senate for debate and consideration.
